India is doing the same thing just in another vertical, that being controlling the IT Pipeline of workers into the USA. While 1.5 million STEM grads can't secure a job thousands of Indians are being hired by their own cartel that has moved into position that allow them to hire. Now when Trump claims he is going to reduce the number of H1b visa they laugh in his face, working in the office has now moved to working from home and home is now Mumbai and countless other Indian cities.
The solutions is applying a tariff on every off-shored job.
